Welcome to the 2024–25 California Educator Reporting System (CERS) User Guide. Below are the latest updates and enhancements made to CERS.

Composite Claim Results for the Smarter Balanced Summative ELA and Mathematics Assessments

Composite claim results for individual students and student groups are available for the Smarter Balanced Summative Assessments for ELA and Mathematics beginning with 2023–24 results.

The adjusted blueprints, first adopted by the California State Board of Education in the 2020–21 school year, do not allow for individual student claim-level to be reported because there are not enough items in each claim to report on them with precision.

Domain Exemption for Summative ELPAC

CERS has been updated to include information when a student received a Summative ELPAC domain exemption and when a student failed to log on and complete a domain assessment. This distinction is important because it impacts how the overall Summative ELPAC score is calculated.

For students with a domain exemption, the overall score is based solely on the assessed domains. If one of the two domains within the same language composite is exempted, the student’s composite score will be based on the other domain the student completed. In summary, a student must engage in at least one domain within each composite (oral language and written language) to produce an overall score and be counted as participating in testing. However, if a student fails to log on and complete a domain assessment, they will receive a raw score of zero for that domain, which will be factored into their overall score.

Individual Student Reports for Interim Assessments

The printable Individual Student Reports (ISRs) for all interim assessments have been updated for improved readability, featuring larger font sizes and a consistent design across assessments. Additionally, ISRs are now available for the CAST and ELPAC interim assessments. Refer to the Printable Reports section for more information.
