Test Administration Roles
Primary User Roles
The primary user roles for ELPAC administration are as follows:
- Superintendent
- LEA ELPAC coordinator
- Site ELPAC coordinator
- ELPAC TE
- IA Administrator Only
New or returning LEA ELPAC coordinators and site ELPAC coordinators with access to TOMS are required to electronically sign the ELPAC Test Security Agreement upon logging on to TOMS. In addition, any LEA ELPAC coordinators, site ELPAC coordinators, and ELPAC TEs who have access to secure test materials, such as DFAs or Answer Books, will also be required to electronically sign the ELPAC Test Security Affidavit in TOMS prior to accessing test materials. Proctors and other school staff assisting in the test administration who have no access to TOMS are required to read and electronically sign the Test Security Affidavit for Non-TOMS Users prior to testing and handling test materials.

Proctor
In addition to the users whose roles are designated in TOMS, a proctor may also assist with ELPAC administration. The proctor is an employee or contractor of an LEA or NPS who is responsible for
- assisting the TE during test administrations to groups of more than 20 students,
- signing the Test Security Affidavit for Non-TOMS Users prior to testing and handling test materials, and
- completing training designed to prepare the employee to assist the TE with ELPAC administration.
